This action if selling these companies can be interpreted as the Gov declaring that they are a failure, being pushed to a place where they have to do something this embarrassing.

On the flip side, this could be a carefully crafted plan to privatize Kenya Ports Authority. Create a crisis, add the prized companies in the list of companies. Can't just target the highly valuable ones directly. Kenya ports could be another prized one (oil?).
