Recently I visited a small rural Rwandese town. The guards have guns but the other thing is there are lots of patrols. You meet with a group of armed police on foot then a few metres away you see a police pickup full of another set of policemen.

All in a small town! Little wonder that I felt secure there than here at home. Also, I noted their shops including those selling clothes and those dealing with money transfer are open even past 10pm!

Well... feeling unsafe and being unsafe are two totally different things! I say - give everyone access to a gun after doing thorough checks e.t.c.

Setting up aquaponics?

I used to walk the outer streets of Kigali, at night.. Total dissertation, with hardly any signs of life, only to meet with these guys in full war (camouflage) combat gear complete with helmets. They'd be out of sight, and you'd only get to notice them if your line of sight chances upon them. Almost pee'd my pants a few times.
