Been hearing this stuff lot of late especially in sarcastic contexts and I don't know what it means, naeza kuwa natukanwa ama?

It was used mostly by American Army during the gulf war when Saddam Hussein was disposed from power and later captured. They wrote everywhere on walls "Saddam Lick My Ass" (Lamba Lolo)
