Ubora (Kebs) Sacco Katani Plots

Someone is offering to sell me a Ubora Sacco Katani plot at 1.5M. They say a new tarmac road is under construction there. My main interest is to build bedsitters and one bedrooms apartments in the next one year. Anyone know of these plots and their viability and also pricing. Will visit shortly but just wanted to get some views. The plot has a title.
