See Article 17 of the Transitional Provisions a the back of the Draft Constitution:

"Within five years after the effective date, the national government shall restructure the system of administration commonly known as the provincial administration to accord with and respect the system of devolved government established under this Constitution"

Note that this provision does not provide for the abolishing of the provincial administration - and it leaves open the manner in which such administration is to be restructured. I foresee a situation where the provincial administration will co-exist (and possibly conflict) with county governments for quite a while.

Local authorities will also continue to exist "subject to any law that might be enacted" - Article 18 of the Transitional Provisions.

to me its just the county councils that have been renamed County government..but have been given a bigger budget.

Of cos there will be so many problems n confusion during implementation, then SOLUTIONS along the way, this thng isnt cast in stone bwana. This is like a PROJECT, n the draft is the PLAN n a project undertaking can never be smooth, n numerous corrections n changes r bound to take place along the way! U can never get a perfect plan.
