The reimbursables were to vary depending on a number of variables including fuel costs etc. Now, even if we add 5k MW cheaply to national grid without having high end consumers absorbing the energy,the costs will still continue to rise as the variable costs are decided bt Kenyans- and Kenyans with such access look more at what they get out of the deal than overall policy. Maybe we are even Financing 8/8/17. My analysis...... 60% Learning, 30% synthesizing, 10% Debating
