Getting IR number from LR number

Dear Wazuans
I have a small plot in Nairobi which was lying abandoned for a few years, however upon visiting I find the neighbors encroached on the parcel with an extension of their house claiming it's their land. Upon proceeding to obtaining necessary action to have the structures demolished I'm told all files are missing at the land registry including the neighbors. I manage to finally have my file retrieved but no luck with the neighbors as I'm told I would need their ir number, and that the LR number which I had from a survey plan was not sufficient as the file is missing.
My question is does anyone know how I could I get an ir number of a plot if required if I have the LR number and the files are missing so a search can't be done.

IR is issued by the director of survey when they map out land before a title is issued. It refers to their register. If there is a dispute on the boundaries they use it to check the survey done and the actual measurements of the land.

Wouldn't a deed plan have this info?

Do you need the IR number to do a search.
Surely the LR number should be enough.
i.e if the file is not "lost"

Yes it would if the files are not missing. The neighbors are obviously employing dirty tactics so you have to go back to the survey which gave them titles hence the IR.

you can't do a search if the counterpart title is missing at the land registry i.e. for some Nairobi titles
