I think we're taking the definition of 'intelligence' for granted.
So let me try to define it. Intelligence is a process by which a system seeks, processes and uses information to survive in an ecosystem. High intelligence occurs when this process is maximized and low intelligence when the process is minimized.
In this case to judge whether walking around with huge phones is unintelligent one needs to understand the process that resulted in the behavior, and the optimal points available to the system.
Testing for intelligence assumes universal and equal values and situations. But reality is that this homogeneity is unavailable. An intelligence test then must impose itself on some people or even most people.
Intelligence tests are tools for political domination and as such they must create a reality in which many or even most people per population have relatively low scores and a few people with high scores. Even races and peoples get discriminated against just by testing and calculating intelligence scores.
In a context like ours, those who perform best under capitalist conditions will generally see the under performers as less intelligent. Generally, atheists in this context will see religious people as less intelligent and less honest.
But the whole thing is a gimmick hiding behind science to gain validation. Science isn't something one should simply trust, but it's taboo not to trust it. And it's a taboo because not trusting it means disrupting power.
