In this era it is unfortunate that the police still have a manual Occurrence Book.
They can easily use a simple CRM to capture all the information on cases and share this information.
I can bet the tip of my pen(get your mind out of the gutter) that london police never recovered the laptop while I can attest to the fact that I lost a laptop in Nairobi but recovered it though reformatted after reporting at KICC police station.
You will be shocked to learn how the police have correctly mapped this city, they know where stolen phones, laptops, cars etc go to.You only need to pay facilitation fee to make our policemen efficient.
