This sounds too fishy to be true. If it is true then it more a covert government operation run by the CIA or their affiliates. It may also be a story created as a pretext to make a major announcement on policy. Oh there are criminals issuing American Visas in Africa therefore blah blah blah. Looks like Donald Trump has taken over some operations even before he assumes office.
