Do we still need to pay for this for construction projects?

True..They were waved by the recent Rotich budget.But it was a proposal which has to be enacted by a parliamentary amendment to the current law.Therefore that means you keep paying the fee until Parliament says otherwise..So you may opt to wait for Parliament to amend the law or Just payup and proceed with your project.
Hope is not a strategy

Opportunity Cost: If the project can wait [NCA fees waived, lower price of materials as global prices fell but local prices lagged in dropping, etc] then wait. Plus is demand that hot for commercial/residential? Interest rates are likely to climb before the elections.

The only thing that happened was NEMA classed projects at low risk, medium risk & high risk.... All still paying 0.01% but now capped at Kshs. 10 million, they also reduced the period within which to approve / dissaprove projects from 45 days to 30 days maximum. It will be a boon for the huge developers but make little for the little guy.
