in my opinion it doesn't portray unemployment, government offices have a lot allowances so majority are seeking employment elsewhere plus job security.

The entry requirement for a masters degree should include 1 or 2 or 3 years of work experience. Because, what problem solving are they doing if they havent been exposed to the work environment?
