M7 has never been interested in winning or ending the war with the rebels so that he can continue being funded for the same by foreign govts. His generals own some of the hotel where aid workers stay so they aren't interested in ending the war too.So people will continue to be killed and displaced and elephants poached by the rebels until a time when the cycle will break.
