I think it important to know how many gays are there i just dont think the 40 million is well spent and i really doubt it will help.
Contrary to what you say there are many people who study men who have sex with men. Most of the HIV vaccine trials being done in kenya actually target MSMs. KEMRI-CDC for sure has on the least prevelance of MSM in nyanza and in nairobi. There are very many people who have doen it in the coast from NGO to community based organizations.
Second doing a census on homosexual actually stigmatizes them even more and will even lead to a back lash and more intolerance. Imagine someone walking to one of the skerian house saying nimekuja kuja kuna mashoga wangapi kwa hi boma!! Its not feasible. Its even bound to fail because no open will agree to the sexual orientation.
If they took the money and used it in one of the surveys the goverments does eg demographic health survey,or whatever else they do. I think they recently did one on teenagers etc. Publicity will only make them fail.
About the HIV report i thought they said there is a drop in the national prevelance and that it increased in married couples and reduced every where else!
Nway even if they know the number of homosexual i dont see how they will address the problem of HIV,or homosexuality.
