An old or middle aged man idling away in the house or shopping center is a potential rapist.

Isn't your prescription already in use? Isn't this the status quo?

No.Most rapists are idlers with too much time on their hands to plot evil.I mean it takes a lot of the devils tools to imagine raping one's own daughter.
What time does the fellow in gikomba/bodaboda have to imagine such when he spends whole day selling/shouting/riding? hes worn out and chances of that happening are nil.

mukhombero and tea.

Sin/atrocity is premeditated u mean?

Yes.It just grows like seed before it flowers and bears fruit.A thief doesn't become one overnight neither does the rapist.

Will tell you the truth, most of these mothers don't care to know how their daughters spend the day and with whom. They will be sent to men's houses to pick or drop stuff without any concern at all. It's common in rural areas.
The culprit is always in the compound school or near.
Mothers need to be taught how to guard and protect their daughters from these beasts otherwise AIDS will wipe them all.
Its even worse when they side with the rapists for fear/shame.

Alph doti, statistics are good. Especially if availed in entirety so that researchers can glean what they are after and leave what they don't want. With the dearth of statistics, I am best advised to take what you offer as I search for yet others. So far so good.

Tycho, Mardi Gras is also an expression of 'liberty'. From the shackles of repression people thought taking legal liberties was a good thing. They also call it 'letting out steam'.

What we are seeing is a form of Mardi Gras. Rather than a few days, it is 365 days. Rather than one locale, it is everywhere. The type meets the anti-type.

This one YES!!

I also blame the culture which holds 'good relations with the neighbours' and 'family should not be embarrased' as more important than the well being of the little girl. NKTest!

Helene from The USA. Someone reported against her that she stole from a supermarket. When the policeman went to arrest her , he asked her : what did you steal?, she answered : only five eggs to feed my children. He took her to the super market and bought for her some food., she started to cry and said : sir it's too much what you do. He said : sometimes we shouldn't apply the law but we must apply the humanity.

Bwahahahahahahahahahaaaaaa....Okey, and back in Kenya, just tell that to an ordinary seasoned policeman or a "soldier" at any supermarket earning 7k per month..
...besides, the presence of a safe alone does not signify that there is money inside...

Everyone steals because they are poor and hungry.
