Interior minister, Chen Wei-zen, said an investigation has been
launched into whether the building's developer had cut corners, but
noted the building had not been listed as a dangerous structure
before the quake.
Albeit an alarming sight, the cooking oil cans may not have been
that much of a structural liability, a building technician told
Taiwanese paper, Apple Daily. Tai Yun Fa said the metal oil cans
are sometimes used in decorative pillars that aren't weight-
bearing, and the light barrels can help reduce the overall weight of
the building and benefit its structure.

This may not be wrong.

Ever heard of hollow pot floor system?

In very tall concrete buildings, the aim is usually to reduce the overall weight of the structure and save on the sizes of columns and footings.

However, in this taiwanese slab, that slab seems too deep already for any saving in weight. Solid floors of depth 200mm (20cm) are more than enough.

A Kasarani building that failed sometime back had also used this hollowpot technique, an so, that is why we kawaida Kenyans mostly use the well know, tried and trusted solid slab systems.
