Even without going into the details I think we are at a point where almost every adult has a phone number. I think it would be make a really positive impact if the government decided to use this in a major way like linking phone numbers and IDs into a major database so that all your documents, ID, DL, passport, KRA pin etc are synchronized with your phone number (like the social security number is used in the US.)

It is possible to set a target like in 2022 voting will be done on the mobile phone. We already have the infrastructure to do it. In 5 years we can make the required laws and build the databases and necessary safety features. This would revolutionalise everything from financial services to healthcare and everything in between.

not sure why this is a problem - if all of them are properly registered? personally I have like 10 sim cards... what I use them for is none of their business unless they can claim I am doing something illegal with them.

It's very difficult nowadays to find an adult who doesn't have a phone, whether in towns or shags. So we can say that mobile phone ownership in the adult population is nearly 100%. For a country to move from 3% telephone ownership 15yrs ago when we had landlines to nearly 100% today is no mean development task.

even teens and pre-teens have sim cards these days so its not surprising.

@kusadikika, our politicians are will use technology as an excuse so hakuna mtu atakubali kushindwa through mobile voting.
All my friends are heathens, take it slow. Wait for them to ask you who you know. Please don't make any sudden moves.

I think you have point but look at it in with the perspective of time and see that it is not impossible. Mpesa will be 9 years old in 2016 and see how it feels so kawaida like it we have always had it. 10 years ago if someone had told you that in 10 years people will be banking on their phones someone would have been able to raise many objections. So if the systems are secure enough to protect money and people have got to a point where they trust them to transact everyday, voting is not too far off.

I would also not have that as an agenda at the beginning but as a fine print among things that can be achieved after the major things have been done biggest of them establishing the necessary legislation. The best place to start would be digitizing the registry of persons and then establishing laws about sharing of that information with other public bodies like IEBC, KRA, Transport Licencing, NHIF, NSSF, Lands registry etc. Other interested parties like phone companies, financial institutions, health facilities and insurance companies can also get access. Once this information is available, accessible and sharable the number of things that can be done with it is upto anybodies imagination. Voting will just be one of the many things that will be possible. Badala ya watu kutupigia kelele with political rallies they should engage their followers on twitter, whatsup and facebook and then ask for their vote on their parties apps. 5 years inawezekana.

I know about that CA move... as long as they don't explicitly stop people from owning simcards... let them scrutinize all they want 'ex post facto'
