@ hardwood, what kind of treasury is this. The furthest you can go is fancy spreadsheets showing that money was allocated to various ministries.. but can't tell what projects. This is the next step. Every ministry to publish what projects they spent money on. Baba and co. Will go to the sites, tape in hand, and take measurements

Come on the job of the treasury is to assign money. He gave the names of the ministries that received the money now those ministries are to explain. Secondly this money was not just for infrastructure but to pay the Anglo leasing debt and the syndicate loan that was to expire in Aug 2014

Come on the question was 'how was this money spent' not who was allocated what. Its one and same govt, we dont want passing the buck. And anglleasing was paid so we can supposedly get eurobond.

The Finance cabinet secretary does not supervise the work of the other ministries. May be u should direct that question to the President or the cabinet secretaries running those ministries.

Why did he choose to give half answers? Should he then have asked those ministries to answer each for themselves from word go. But really what kind of govt cant tell at the touch of a button how money was spent?

He is only answerable to the Parliamentary select committee not some random press conference. That is the correct forum to answer the nitty gritty question.

You cant blame the Finance minister for the illiteracy of some people. The documents are online, if transparency is all you needed pick a calculator

The dog did not bark because it must have known the race horse thief.

There was only one set of human footprints, and those clearly belonged to the trainer of the horse, who lay dead with a blow to his head.

But for a very small surgical blade lying about, there was no other clue.

To cut a long story short, there was no horse thief.

The trainer had been bribed by a crooked bookmaker to inflict a small injury on the horse, so that it would lose a forthcoming race that it was sure to win, hence the surgical blade.

The operation had gone horribly wrong.

No one has acknowledged the role of Jacob Juma who has been relentless in the pursuit of Eurobond and he is the one who even gave RAO the documents last Sunday.

Already looked at the documents, didn’t need to use my calculator to see that the figures don’t add up. And those institutional bodies never solved anything. And these you people shouting all over in harambees ‘no money was lost’ – pls tell them to cool down. We are in a new era. Time when word from baba wa taifa was law is over. We deal with truth and facts. You can be sure of one thing; baba will maintain this pressure to the bitter end – till he is proven right, wrong, half right, half wrong, whatever.

If something gets lost in a house with kids, what happens when yo ask for answers? Especially the guilty ones what do they say? Same thing now happening with eurobond. if you want answers look out for those shouting loudest 'no money was lost' - something prejudicial since investigations have not concluded

Anybody wise enough should say- let's wait for investigations, if it is proven any money was lost, the culprits should face the music

@limanika, that was not the initial question. In fact, in the list of questions presented by babu, only 2 asked about expenditure, the rest were about the Eurobond money collection process, accounts used, compliance with the relevant acts, etc. And of course let's remember that babu is a seasoned Minister (even making it to be head of Ministers...PM). He knows full well that if you want details of expenditure of the bond, you ask the specific ministries that were allocated the funds to explain themselves. Each Ministry has already presented their reports to Parliament and will continue to do so. Rotich is even going the extra mile by offering to consolidate and publish this information once RECEIVED from the relevant MDAs.

@ Banda, raos contention was that most of the money is still stashed abroad so actually what he wanted first is records of the transfers. Why rotich rushed to give list of allocation nobody knows. Ndii on the other hand arguing that what is being purported to be eurobond money was domestic borrowing. So let raos question be answered in full before projects are verified. Am particularly very keen what projects govt spent 400b in single year- 200b from eurobond and 250b from domestic borrowing. And really it's not fault finding. I really want govt to confirm that the money was well spent, I voted for them (hence responsible ) and will pay taxes to repay the loan.
