This is like drinking beer to solve your problems. i guess the thinking is that the contract teachers will be paid less than a B per month. So assuming this goes as planned TSC will spend approx 3B for the three months on them. By then, all the cases will have been decided and teachers can go back to class (hopefully without a cent). On Contract..you do not enjoy benefits eg Allowances, pension..etc

Even if they go back and the government refuses to pay for the days on strike, they will not go on strike again. For now they know its a game and once its over the pay will be backdated.

Hence they are in a position to 'request' for these things through their union. I think TSC hopes these new teachers will be filled with gratitude for being employed and so will have goodwill. Hoping, gratitude and goodwill are shifting sands to base a long term policy on.
