I have never been excited by kenya 're because of the government's majority stake and a dilution possibility in case the price rises

It will awaken in the next round of bull runs.

is this likely to happen in the near future (<5 years)

Maybe in another administration. The Jubilee admin has not sold any GOK owned companies and am not sure there are any plans to do so

is Kenya Re strategic to GOK to have such high shareholding?

Maybe the recent increase in the period and rate of mandatory cessions is GOK's way of fattening the cow...

Strategic to GoK? No.
GoK can maintain a shareholding of 25% like it has in KCB as an investment.
KenRe is a target for a Reinsurer that wants Africa exposure with on the ground expertise. They will not pay crazy money for it but the NAV is 30+ and that is 60% higher than the current price.
GoK will not let go of KenRe for a few years. This is a long-term play. Vision 2030.

GOK is also benefitting from the dividends it gets from Kenya re.
This assists them in meeting revenue targets
