Its not a conspiracy theory. The Daily nation and various news outlets have reported that Moi knew of a coup plot as did numerous people in the intelligence community and elsewhere. The Daily Nation interviewed several people and concluded that the coup plotters did a lousy job of hiding their plans.
As I posited above, Lt Gen Njoroge says he told Moi in July and asked for permission to arrest the coup plotters. Moi had the option of stopping all that bloodshed. But he refused. He wanted the coup to happen.
In fact the Nation article stated that Moi's intelligence group were laughing at the idea that anyone in the Airforce could stage a coup let alone two junior officers.

Anyone with half a brain knows that the Ocampo 6 got away because they are now in power and were able to threaten witnesses many of whom simply declined to testify. Clearly this is not the case in 1982. All the suspects were in custody or in detention.
