If importing is an option, have a look at
www.autotrader.co.uk for some options. I am sure someone else will suggest other sources but where you source from is entirely up to you.
European? Japanese? All depends on your taste really.
My suggestions:
Option 1: VW Passat
Approximate duty for 2003 model: KES 396,983
Other costs (JEVIC inspection,Freight to Mombasa): £1025 - £1045
Option 2: Avensis
Approximate duty for 2ltr 2003 model: KES 375,768
Other costs (JEVIC inspection,Freight to Mombasa): £1025 - £1045
Note that if you are using a clearing agent in Kenya, they will charge for their services, though minimal. There are a few KIFWA registered ones which I can recommend though you are at liberty to appoint your own agent.
Given that the pound is low at the moment, your total cost may be slightly lower than KES 1M. **This is however subject to how much you source the car for and the prevailing exchange rate.
