One of things:-
1) Are there statistics showing the number of prison or police officers who dessert the force(s) to join the corporate world annually?
2) What is the demand for ex - prison and police officers out there. How many of them get employed by the corporate world annually?
3) Do we have the capacity to train these officers or they are being poached at a faster rate than we can produce them??
Let me address some of these issues.
1) Anyone who thinks a C+ is such a high flying achievement that the individual is going to be poached from you if you employ them must be visiting from outer space or is a typical D material. This country has individuals with multiple degrees who are jobless and graduates doing menial jobs or running businesses that don't need any special skills!
2) There are no companies lining up to employ ex - prison and police officer. No wonder most of them turn to crime after leaving the force because they cannot get alternative jobs.
3) Assuming the private world is full of demand for ex - officers, then that would be extremely good news for the country. We are falling over ourselves to create jobs. You mean all we have to do is train more officers? Unemployment problem solved!!! And it is not like we are training neuro surgeons for eight years and then lose them after two years of service. These are fellows who are trained for 6 or 9 months!!! We can afford to train more of them. We can even have double intakes. Most of the facilities are idle half the year! And we can even afford to pick the training bill. Sime of the billions we channel towards kazi kwa vijana, youth enterprise etc. can be used to foot the bill. If we are broke, we can get ways of recovering the training cost e.g. by bonding the officers for a given number of years.
BUT all these is NOT necessary. We don't have any (remotely) significant loss of police, military or prisons officers to the private sector!!! This is just a figment of some individuals imagination.
