Funny. National governments can only control fiat currencies because that's their tuff. How will they control digital currencies? They want to hack passwords?

You are right in saying their domain is fiat currencies issued by Central Banks. Good point.
According to the document, it seems they will regulate digital currency businesses and their clients for KYC purposes. This way, anyone dealing with a Bitcoin - FIAT(GBP/USD/KES) exchange has to account themselves to the bitcoin business which in turn is accountable to authorities. This is good for legitimacy, customer protection and digital currency financial services. I know some hardcore bitcoin enthusiasts do not like to hear this.
The only way to stay anonymous will be to find a way to buy bitcoin anonymously, hold BTC and never exit or to fiat anonymously.
