'Guaranteed' GoK/NCPB purchase of maize from farmers

Why isnt this process left entirely to the market? Anyone know why the government MUST buy the maize from farmers else all hell breaks loose? Why can't the state exit this arrangement and the farmers forced by market forces to plant crops that will sell and make them a profit? The government would then be free to enter the market and buy at market rates (i.e. cheaper) like any other participant e.g. to have a buffer to cover food shortages. Otherwise, this arrangement just looks like socialism and a waste of taxpayer money.

NCPB has transformed a friend financially.He buys subsidised fertilizer from NCPB, rebags it transports to Uganda where he sells it and then buys maize from Uganda at low prices and sells the same to NCPB.His truck is fully utilized and he reaps maximum.

What is wrong with even the ordinary mwananchi eating??Eating should not be only up there sijui hustler jet, angloleasing etc, let the others eat too besides Kenya is too wealthy for only a few to eat!!!!!!!

There's something seriously wrong with our agricultural sector.
A bag of maize from ug can sell in Ksm at ksh 2,200 and the seller makes a profit. A Kenyan farmer makes a loss when he sells the same at ksh 2,700.
An egg from ug can sell profitably in Ksm at ksh 9, a Kenya poultry farmer's cost of producing an egg is ksh 11.
