Why isnt this process left entirely to the market? Anyone know why the government MUST buy the maize from farmers else all hell breaks loose? Why can't the state exit this arrangement and the farmers forced by market forces to plant crops that will sell and make them a profit? The government would then be free to enter the market and buy at market rates (i.e. cheaper) like any other participant e.g. to have a buffer to cover food shortages. Otherwise, this arrangement just looks like socialism and a waste of taxpayer money.
