Yes they can. ERC has officers who come around anonymously in all petrol stations (I think quarterly) and take fuel samples for analysis. Violators are often fined heavily.
Despite this, unscrupulous vendors still sneak it in. In the last 6 months, I've had to once drain the entire fuel tank of my mat and wash/rinse the fuel tank as well as change the associated filters due to what I suspected was tainted diesel.
