I take leafy to mean full of trees. I disagree that this has anything to do with the relative wealth of the neighborhood. I've lived in poor neighborhoods that had many tree-lined streets. I've seen many expensive housing developments built after bulldozers had knocked down all the trees, and all that was green was new foundation plantings in front of pretentious homes.
In order for a neighborhood to be truly "leafy", it must have numerous large, older, well-established trees, and there is the suggestion of well-grown gardens by the houses. While it is not a requirement that the neighborhood be well-off, it is not uncommon for neighborhoods with such an appearance to be well-off, because such neighborhoods are pleasant, and pleasant neighborhoods are highly desirable.
