You dont need a single extra track on that route.
They have not exhausted the capacity of the current single line.
What they need to do is to have trains departing every 5 minutes to increase capacity or better still run long trains with more carriages.

Double track is needed basically in areas of high traffic and where the trains dont need to stop and wait for those moving on opposite directions to pass.

I don't think there are enough people using it for trains to leave every 5 minutes. Trains where I live leave the station every 4-6 minutes and you can bet your money that those cars are jam packed especially during rush hour so it makes sense.

Thats why I say you dont need an extra line when the traffic is so low that trains will leave at the top of every hour.
