Though I would suggest focus on a radio station. Access to more people i.e. people have phones/radios where they can listen also on the move in cars whereby tv is only for the people with TV's. Plus radio stations have much less extra costs than TV .

Which target audience will we be looking at? if it's general, I am out. If you come up with specifics; lifestyle, property, fashion, news, movies or even cartoons and adverts I can listen to you

Or maybe a YouTube channel with TV like operation..just a drop in costs..With increasing smart phones and internet access...could be huge..also gives you global exposure if necessary..

A business TV station makes a lot of sense.

1. it doesn't need a huge audience to survive. Make high level content that only managers and business owners will be interested in, and you can make money with around 100k viewers alone.

2. business content has an inherent competitive advantage that it needs a high level of education to understand. That's why there is only one big finance website in Kenya(Wazua), one big biz paper (Business Daily) and competitors have not sprung up like Kenyans usually do. So if the TV station succeeds there will not be many clones.

If 2012 truly had a clear plan, apart from dreams which are not valid, funding would be available in an instant!
