I wish I had the contact details. A friend of mine had the exact problem and ended up paying.

The lady probably works for KRA. All imports whose value exceeds US$500.00 attract an IDF fee at a rate of 2.25% of value but subject to a minimum of kshs 5000, ie if 2.25% is less than kshs 5000 then you will nevertheless pay kshs 5000. They consider whichever is higher.

That is the Customs law

The 5k is for verification. Once they open your parcel like they did with mine the other day, you have to pay 5k. My items were medical stuff worth $420 and are also zero rated. Parcels sent via DHL, UPS etc also attract this fees if they have to be verified. The problem is those KRA guys insisting on opening everything and therefore you have to pay for that. I think we need to get some transparent packaging to avoid this illegal tax.

IDF = import DECLARATION fee.

It is the fee charged for processing your declaration.

Theft? That's debatable. We could equally argue that all taxes and levies are theft, couldn't we?
Nothing is real unless it can be named; nothing has value unless it can be sold; money is worthless unless you spend it.

By the way, IDF not a Tax. It is a Gava levy collected by KRA on Gava's behalf. Don't ask me the diference coz I also do not know. To me it is just anaa tax collected by the same fellas.
