Plus there was that proposal to change the school calender year... say move exams to May of every year starting May 2016 (no exams in December 2015), close all schools since school year begins in June 2015.... Gava has enough time to deal with teachers... apply @Tokyo medicine above... mambo kwisha....

@Tokyo... devolving some aspects of education may cause bigger problem to some counties.... like how many would like to be recruited as teachers in North Eastern? But recruit centrally and post / deploy works just fine

They've always wanted to move first term to September, this is the perfect opportunity, with minimal costs since the teachers would have been sacked. @kingfisher, the market will sort out the North Eastern problem. The county gaarment there will need to provide appropriate incentives to attract teachers.

True about market forces. If a quarry can attract huge numbers as reported, what of handsomely rewarding teaching careers?

my take on the issue is that is simple, the teachers would be assessed on the kids progress via continuous assessment tests, sports and other extra curricular activities - there will be set benchmarks that a class has to attain.

lakini tell a kenyan teacher that they will need to work, and sossion will come blazing - all they want is to drill kids for a single exam at the end of 8 or 4 years.
