Boss, kwani what was the work of the design engineers (Feasibility Study, detailed design and preparation of bid documents consultants)?

Kenya Railways, just like Nairobi City Council, are a very bogus entities, during feasibility study and design stages, they usually do not raise any queries/ problems, but when the heavy equipments move to site, issue start Pouring. Mara this, Mara that, Mara why, Mara when, Mara what....

We have been seeing this simulation since August 2013....We now what to drive on the road or we plant banana's at the lakes near Taj Mall
