A car cannot imagine a car covering less than 20,000km average per year. Work with that if you wanna know if there is some manipulations.

No,I mean the JEVIC inspection cert which was the same one provided by the link that is now only issuing a statement..

As I had indicated , the only documents that I know can`t be manipulated are 1. domestic car inspection(shaken) 2. original auction inspection( if you buy an Auction car).
Another way to know your cars condition( mechanical/mileage) is ownership or use prior to exporting.
one owner better than multiple owners.
urban car better than rural car.
personal preffered than business owned car
All this you can know before buying.
Alternatively, if you intend on buying a more expensive used car, why risk. Buy directly from Toyota http://gazoo.com/DealerU-Car/VehicleInfo/

In UK - urban cars.... too many stop/start ...traffic. stressed engines on short journeys.
Some rural cars with higher mileage are in far better condition.
