Property Valuation fees

I have a valuation invoice citing valuation schedule 3 scale 1 fees as below
1% on the first 2,000,000 == 20,000 for a property valued at 1.8M plus VAT
1% on the first 2,000,000== 20,000 for a property valued at 1m = plus VAT
However the Valuers Act 2010 Fees schedule is as below
1. Urban and Rating:
1st KSh. 400,000 at 1.0 per cent.
Next KSh. 600,000 at 0.5 per cent.
Residue at 0.25 per cent.
2.  Agriculture:
1st KSh. 600,000 at 1 per cent.
Next KSh. 400,000 at 0.5 per cent.
Residue at 0.25 per cent.
Has the fees above been revised or is the valuer taking me for a ride. Please advise.
Plus the land, although subdivided is still agricultural and I believe it should be valued as so.

The Act was reviwed after Valuers complained that of all the professionals in the real estate industry, their professional fees were the lowest. Compare with architects, civil engineers, lawyers, quantity surveyors and other professionals.

The correct professional charges are Kshs.20,000 for the first 2
Kshs.2,000,000.00 and Kshs.2,500 for every 1 million of the remainder, which is to say 0.25% of the remainder.

Apart from the professional fees, there is VAT which stands at 16% of the fee, and again disbursements which cater for transport to and from the site, purchasing of the map and applying for the search. This is negotiable, however.

However, in valuation you can always negotiate with the valuer. So if it were me, anything between 17,000-25,000 would be acceptable.

Seems their are proffesions that are favoured by law. Can IT proffessional anchor their charges in law.?.

Once they have their own professional society / association ... YES
