Its all about stopping ICC from having a precidence(Sp) of 'starting investigation/cases' in countries that still have functional judiciary systems. Remember this is the first time the prosecutor seeks authorisation under article 15. If ICC accept Ocampo's argument, then ICC will have the potential to generate investigation on any issue without seeking authority or opinion from elsewhere. THIS will truely be the begining of a NEW world court.
