Car Sale Con and CID Connection

Selling a car using fake ID. Happens with land transactions too

But with cars a bigger problem. A colleague tells me there's a CID connection. Someone sells you a car with ownership issues and they disappear. CID pounce on you out of the blues. You have a stolen car and you're arrested.

You bribe them and lose the car. It is released to the same con so that the eating game can continue.Sad

This racket has been there for long and some criminals have made a chunk of money.

In this case do the crooks use a duplicate car?i.e
duplicate plates and then tamper with engine and chassis numbers of similar vehicle?
How does one go about determining a fake I.D ?
