Kenyatta University Advertising!

As I was driving up Mbagathi road I saw an advert on Kenyatta University for people to hurry up and register for degrees. I was met by the same advert along Thika superhighway. My question is should public universities advertise for students? Aren't students supposed to be admitted on merit. What kind of education is this?

Havent you seen the adverts all over TV? Hata UON which you would think is on high demand is also advertising. But their target market is the parallel ones, not the JAB.
