Chinese Premier Visit to Kenya - Infrastructure projects

There were significant agreements during the Chinese Premier's visit to Kenya. However what was conspicuously quiet was the mention of the Lamu Port project.

Has the financing for the project been concluded already or the Chinese did not find the project attractive? I had a feeling that this project is so important to China that it was to form part of the agenda for the Premier's visit.
