Partly systemic and partly administrative for years the immigration docket had been neglected especially since the current Governor of Kirinyaga left due to friction with Kajwang whose sole purpose was to mint as much as possible in the shortest time.(BTW where else on earth is immigration merged with registration agencies?) Other senior officers were also ejected and a guy from MFA given the position of Director there. He never saw any evil nor hear any evil, he was a no doer. From thence the Dept ran on auto pilot- no control. Its mandate as a security agency was obscured to the extent that its logistical base was impaired, patrol vehicles were returned to Nairobi and border management was left to junior officers with no tools and no motivation.
Detection, prevention and enforcement of immigration regulation was paralysed to the extent that manning roadblock and barriers eg the Garissa bridge was left to other agencies. All the while the delinking of security from issuance of passports- by establishing multiple passport issuing centres exposed the hitherto thorough system to fraudsters. Background checks on applicants for work permits and citizenship became shoddy. It is also the whipping boy of all other agencies, recall west gate blame? Poor gurmet doesn't have a clue as the ministry has become the theatre of absurdities just like all other agencies mandated with internal security.
