Not really. I figure he simply meant that they ought to make sure high-profile individuals and their families aren't unduly putting themselves at risk of being hit by terrorists. To be sure, every Kenyan's life is precious. But there is such a thing as a premium target from a terrorist's standpoint.

Kumangamanga in sheng' is very dirty. The other meaning in Swahili which means moving around purposelessly is till not in order coz it implies Walker meant that Mrs Machozi moves around purposelessly!!!!
