Bonuses need to be predated

Could companies come to the reality of paying dividends within a month of results release and not hide behind the "BOOK CLOSURE" syndrome?
How do we have a CMA that allow firms to play with investors money to run 3-4 months to pay finite dividends.
There is no company that has ever benefited the long time investor who does not speculate on ups and down. Speculators eat on both ends..capital gain and dividends/bonuses. Why then can't we predate bonuses of dividends such that those having the shares at the time of result release are the only ones to gain bonuses where if announced today, those with the stock at close of business the previous day take home the goose?
Please advise if such a case ever happened and why not?

I agree. It takes a long time for some companies to day dividends after they are announced. Even book closure doesn't mean payment, they put the dividend money is put in an interest earning account first.
