Yes and nowhere does he say they gangsters escaped. only that their are big questions to answer to ascertain if they did die in the mall. and those are questions he asks 'as a police officer' who requires proof.
Have you googled the report? How the international media reported it and how Kenyan media reported it.?

Using a shotgun, of all things!! BK. Now that you bring it up, I've always wondered whether that was their true position or was their report doctored? I recall a certain guy commenting that a shotgun is not a short gun!!
