Several actually, chief among them being the issue of alternate drivers and scheduled 30min stops every 4hrs of the journey as well as minimum 4hr rest for every 4hrs of nighttime driving. But I suspect the crux of the matter will mainly be the digital tachometers that will soon be mandatory to replace existing speed governors (and of which we're told there're only two licensed importers and so far, no word on availability and cost) as well as the raft of other measures that have been proposed and which will be mandatory prior to renewal/issuance of TLBs.

As it currently stands, the situation actually benefits operators perfectly: they now earn more for less mileage coz of the rise in fares, and with the subsequent backlog, are assured of business for quite a while. The real losers here will ultimately be the passengers and others who rely on PSVs.

From the National transport and safety authority act, 2012. I have some questions
1. Is a digital tachogram more valuable at night than at daytime?
2. Do law enforcement agencies have digital card readers, computers and analysis software to interpret recordings?
3.How can drivers be prevented from using digital cards belonging to other drivers.
Who can clarify these issues for me?

So I form "Mukiha & Wife Ltd", buy 30 buses with some 100m bob; then apply for PSV licence.... what if they say no? isn't the risk too great?

Perhaps one should be expected to "show evidence" of financial ability to buy 30 buses then get a provisional license for, say 180days to actually buy the buses and get them inspected and certified and then get the full license upon presentation of the certificates of inspection.

Nonetheless; the idea of saccos should be discouraged kabisa! Saccos are no better than individuals in managing their fleets, and then there is the issue of whether you can withdraw Mukiha's PSV license because Kamau-wa-Njoroge's bus was involved in an accident.

Finally; the requirement of the operator being a corporate body is unnecessary. It is much easier to punish/reward and individual than a corporate body. And we all know that company files can be made to disappear!

The aim should be to ensure that only serious businesspeople get into the PSV business. It's a matter of life and death and leaving it at the hands of any Mukiha who comes along with one rickety jalopy is just too reckless!

Indeed; I suspect that this particular regulation can be challenged in a constitutional court.
Nothing is real unless it can be named; nothing has value unless it can be sold; money is worthless unless you spend it.

It is in court already.


I meant the clause about corporate bodies. The operators are challenging the one on night travel, I suspect they will lose than one because it is not a ban!
Nothing is real unless it can be named; nothing has value unless it can be sold; money is worthless unless you spend it.
