You can get a car that meets your specs - Budget of Ksh. 200k-250k,Well Maintained,Clean,Saloon with an Engine Size of between 1000cc and 1900cc. The one specification that won't be met is that it be sold by the owner (assuming you meant it be sold by a private owner). Below are some examples and links:

You cannot get either a Nissan March or a Toyota Duet within your budget of Ksh. 300k and with an engine size of 1000cc. For a Nissan March,you would need to increase your budget to 400k-450k and for a Toyota Duet you would need to increase your budget to Ksh. 350k-400k. dexco has also indicated in his post below that he can get you the Nissan March at 350k in orange or blue (nice colours).
