Laws are difficult to implement because they benefit a few. That's how tribalism and corruption creep in.

For laws to work the gap between the rich and the poor has to be narrowed. That means countering even sectarianism and Shabaab like ideologies. Otherwise going the American or Israeli way is very very far from ideal.

Really what is required so as a law is implemented? We have a rogue driver who is supposed to be licensed, we have a cop who is supposed to implement the law, we have a court system that is supposed to punish or exonerate and we have rules that are supposed to be followed. What don't we have? For the case of security in our buses. Don't we have designated bus stops in the city? Why cant we follow the law and have people alight and board buses where they are supposed to? Is it because we're lazy or we're too complacent and blind to see the danger that we now have?

You are always wrong about me Murchr. I just don't believe that creating laws is the answer to any problem.

Implementing laws is the answer.

Now how do you expect a policeman to implement a law when he can't even live in a decent house?

You tell this policeman to arrest any speeding driver. Yet you hand him 1 working speed gun in the whole country.

You tell him to chase AK47 weilding thugs when you supply him with a rungu.

Exactly how is he supposed to implement the law you have forced down his throat?

Kenyan law makers are behaving like that mathee who lives the maid with 20 bob in the morning and expects that her 5 children will be fed with cucumber and strawberry pie 4 times a day.

That is why you see me fighting these so called "save" Kenya laws. They are only a public relation exercise that is meant to corrupt one set of people while pacify another group.

No decent country can enact a law without the funds to go with it. Read about it a bit. You will find numerous laws that have been shelved in the US just because there was no money set aside to implement them.

It's that simple.

If there is no money, to implement a law and you pass the law, then you are running a police state in which that law will be applied depending on the economic status. In Kenya tribal status, religious status and political status also applies.

That is the failure of the system. Some like quicksand blame the citizenry, I blame all that play in this game of chairs.

Alma, you want to tell us that the police in Kenya have no guns? Really? Yet we are constantly being told that they have lost their guns to some thieves who raided a cop station? Dont come to cheat us here yet we rub shoulders with cops carrying their guns everywhere. And their meager pay is not the cause of corruption, how about you stop giving that 1K as a bribe.

@Alma, I agree on the implementation inertia that is due to a variety of factors but funding is mainly not the primary problem. look at yhe so called Michuki laws, no extra funding was involved yet the results are well known. Today our politicians make noise and see solutions in laws only. yet we don't jold accountable our policemen and the institutions tgat ought to implement whatever laws that we make. Until we hold Kimaiyo and Lenku accountable we'll forever be buck passing.

If a law is not working then it is a bad law.

Michuki law has failed.

The main suspect was out on bail in a related terror charge......Why do our courts give this murderers bail? Is it not time to amend the law and deny terror suspects such freedom?

It's time the president commuted all death sentences to life imprisonment, then hire a hangman to deal with any new capital offender.

It killed 3 people and injured 111. The terrorist was jailed for life.
