Your arguement here is fallacious...
Do you know why the original East African Community collapsed?? here are some of the reasons:
1. Lack of strong political will
2. Lack of strong participation of the private sector and civil society in the co-operation activities
3. The continued disproportionate sharing of benefits of the Community among the Partner
States due to their differences in their levels of development and lack of adequate policies to address this situation
I believe the revamped Co-operation has now addressed the above failures, however TZ is still suffering from (1) and (2) above...
The best remedy to draw them in is actually not to beg them, but to show them that it can be done without them. It would therefore be upto them to join the others after all the doors will not be shut when it takes off...
...besides, the presence of a safe alone does not signify that there is money inside...
