Lets be fair,are identities of the terrorists now known? Have their photos been circulated? Its not right therefore to assume that any government officer would spot the terrorists.

But he also does offer interesting pointers on how to empower NIS, i.e. they should not be observers/think tank that passes info. for other agencies, but should be empowered to arrest.

These former Lt. Gen. seems was quite a forward thinker penned on how to handle urban warfare in 1981. 32 years later was he was theorizing how to combat happens......

Weren't there accommodations for special situations such as these or does every suspect get bail? Surely!!!
