Christopher Kirubi buying additional Centum shares

Christopher Kirubi on Wednesday 18th September 2013 served Centum with a notice to acquire an additional 32.66 million shares. Dr Kirubi together with associated companies controls 24.99 percent of the total issued ordinary shares and the additional shares will see him control 29.90 percent. He has applied for an exemption from complying with the requirement to make a take-over offer. The shares shall be sourced from the secondary market and based on yesterday’s closing price of KES 24.00 he is expected to pay approximately KES 734 million. (Source: D&B)

I was wondering whre the willing sellers will come from.The above explains it.Who is Kiruma? I also read in an Ad that he will not make a take over bid...What about in the near future?

Which surprising add up to 29.51%What would be the other reason of announcing if it would just raise the price you'll pay?
