Two likely scenarios have played out here over the couples actions...
Scenario one...
The couple's marriage had been in rocks for most of the time over normal issues not related to mpango wa kando, infidelity or desertion and the couple needed an urgent fix up to their problem...quiet divorce.
Since they know it is very difficult to be granted the much needed divorce by any court, they stage manage a murder mofie where all the bits and pieces fall into place and the mofie plays out exactly as designed to just like in reality, though this one is risky.
The police are paid their fist payment in act 3 for planning and capturing the star (the husband). The rest of the money is paid when the act 4 of part one of the mofie is finished where the star is captured.
Part two of the mofie in act 1 is played out when the co-starring wife is arrested and areigned in court where she pleads guilty of planning to murder the husband.
In the last part, the star husband presents himself to court with heavily tinted goggles (to hide his guilty face) together with the co-star wife who incidentally is also wearing heavily tinted goggles (to hide her guilt too), just to declare that he has forgiven his wife...
And so everyone plays his/her role pretty well except the woman's lawyer, the prosecutor and the judge who did not know what was going on...

Scenario two...
This woman is a beauty and may be she has another man...Both would want the husband dead so that they (the wife and the other man) could move in together...The wife and the other man agree that the lady would execute the plan of ridding the hubby. Unfortunately the lady makes a blunder and the plan backfires badly landing the lady in jail.
The hubby seeks advice and a good guy tells him that if ever you found your wife with another man, the best punishment would be to let him (the other man) have her. So in the court the hubby pardons the wife, and not to move back in with her, but to release or untie her...
...besides, the presence of a safe alone does not signify that there is money inside...
