Ministries and departments fail to spend Sh340 billion

I have been wondering where these returned funds go to.. Is the money carried over to the next budget cycle or what actually happens..

Last year alone 340 billion was not used.. Why then do we have to go to China to borrow money instead of reallocating the un-used funds..

Someone enlighten me.. am not well versed with public finance..

There are projects that encounter problems or luck during the execution stage that were assumed during the planning stage hence over allocation or under utilisation.

Example:
A contractor is awarded a job and hence submit a work programme and hence a cash flow estimate. However, as usual to local contractors, they delay execution of the works programme and therefore cash flow that the GoK had allocated for that period. The cash is therefore 'returned' to treasury, though actually it had not left, and the contractor is asked to review his work schedule and cash flow estimates. And the games continue year in year out!

Bureaucracy is quite slow. Right now, in the last month of the first quarter of the new financial year, some gov't departments are yet to receive their funds. And yet, if and when the funds come, the financial year for all unilaterally ends in 39th June (most actually 'hufunga vitabu' by 15th June) of next year. How then do we accuse one if not utilizing their allocation yet they effectively had only about 9months (not 12) within which to do it?

So the money is "theoretically" there.. Is the cash re-budgeted in the following budget cycle? or its still reserved till the contract takes shape.. hata ikiwa ni miaka kadhaa..

I think for those monies which are project-specific, the are not available they next financial year since at the end of it all, the funds are tied to a particular project.

It actually makes sense.. though unfortunately we never get to know whether it was actually utilized..
